We'll see how it goes, but the reason for having this public category is twofold:
1. Most users won't actually know who to report moderators to, and won't want to risk randomly PMing mods in case they PM a friend of the Mod they're complaining about.
2. Also, making it public means that the complaint must be valid or the complainer will be the one named-and-shamed. The threat of public name-and-shame also often encourages Mods to behave better.
I've run a few communities in my time and whilst the "open book" policy can result in the occasional flame-war, I've found that a "behind closed doors" policy encourages frustration, alienation and claims of favouritism a lot more.
Besides, hopefully you're all going to be pleasant enough that this category never has to be used
